From Memory-Alpha.org: “Captain Picard Day was an annual event held aboard the USS Enterprise-D for the ship’s school children. Activities included a contest, judged by Captain Jean-Luc Picard himself, in which the children created paintings and models of the captain. Picard was himself not very fond of the event, as he generally did not respond well to children.”
Frankenstein is not very fond of the event either. He was visiting a friend on the set the day of filming, and was pulled in to play an extra in a scene in the Klingon High Council. He was quickly asked to leave when he loudly criticized the script. Also the actress playing Lursa accused him of leering at her cleavage.
